Result of Service

The ultimate result of the service will be to deliver UNEP’s contribution to the UN-REDD Programme 2018-2019 work plan, in the field of REDD+ safeguards and social and environmental benefits, that go beyond the reduction of greenhouse gas emissions from forestry and land-use sectors.

Duties and Responsibilities

UNEP Finance Initiative (hereinafter referred to as UNEP FI) is looking for a consultant who will consolidate the global leader role in the fields of REDD+ safeguards and multiple benefits. This will be achieved through strengthening of the safeguards and multiple benefits team through this 12-month consultancy opportunity under the Sub-allotment between the Economy and Ecosystems Divisions focused REDD projects.

The UN-REDD Programme supports nationally led REDD+ processes to curb deforestation and forest degradation, which accounts for approximately 17 per cent of carbon emissions, more than the entire global transportation sector and second only to the energy sector. It is now clear that stabilizing global average temperature rise within two degrees Celsius will be practically impossible to achieve without reducing emissions from the forest sector. UNEP FI currently does not have the internal capacity at the professional level to undertake these activities, and hence outside expertise is required for this purpose.

The objective of this consultancy is to help UNEP FI deliver REDD+ safeguards and multiple benefits as follows:

• Providing technical backstopping to the delivery of REDD+ safeguards and multiple benefits interventions in countries supported by the Programme, including technical missions to partner countries.
• Ensuring policy uptake and visibility of UN Environment’s work on REDD+ safeguards and multiple benefits.
• Promoting UN Environment’s work on REDD+ safeguards and multiple benefits through various communications and knowledge management channels.
• Maintaining fresh and relevant content on the safeguards and multiple benefits pages of the UN-REDD workspace.
• Contributing information on Programme progress with safeguards and multiple benefits to annual, semi-annual and monthly reporting processes and products.
• Contributing to programming of safeguards and multiple benefits interventions in 2019 annual work-planning processes.
• Contributing updates on Programme progress with safeguards and multiple benefits in regional, unit and branch calls, meetings and retreats.
• Supporting resource mobilization efforts to secure funding, additional to that of the UN-REDD Programme, for in-country safeguards and multiple benefits activities.

Specific tasks and responsibilities

The consultant will be responsible for carrying out the following activities:
• Contribute to improved safeguard information system (SIS) design documents, and institutional capacities in Columbia, Cote d’Ivoire, Mexico, Mongolia, Myanmar, Peru, Viet Nam and Zambia
• Support production a first summary of information on safeguards, for the United nations framework Convention on Climate Change (UNFCCC), in Columbia, Cote d’Ivoire, Mexico, Mongolia, Myanmar, Peru, Viet Nam and Zambia
• Facilitate preparation, delivery and dissemination of at least one regional South-South knowledge exchange event on REDD+ safeguards, with a focus on SIS design and operations
• Engage in a global knowledge management and communication intervention (survey, knowledge products, exchange events, etc.) on integrated spatial land-use planning
• Produce inputs on safeguards and multiple benefits to UN Environment’s annual, monthly and ad hoc internal reporting, together with those for UN-REDD Programme’s 2018 reporting, and 2019 planning, cycles
• Quality control new and amended Project Cooperation Agreements and Small-Scale Funding Agreements, as well as interim and/or final reports of these legal instruments with partners working on safeguards and multiple benefits
• Produce at least one external knowledge product on safeguards and/or multiple benefits, with a particular focus on accessing results-based payments for REDD+
• Produce at least six communications materials, e.g. blog articles, on progress and lessons emerging from UN Environment’s support to countries on safeguards and multiple benefits
• Safeguards and multiple benefits pages on the UN-REDD workspace refreshed with up-to-date content every quarter.
• Support resource mobilization efforts to secure funding, additional to that of the UN-REDD Programme, for at least one country on safeguards and/or multiple benefits activities.

Deliverables:
• SIS design documents for at least four countries
• First summaries of information on safeguards for at least four countries
• At least one regional South-South knowledge exchange event
• At least one external knowledge product on safeguards and/or multiple benefits
• At least six communications materials on safeguards and multiple benefits
• At least one proposal on safeguards and/or multiple benefits activities
• 11 concise monthly progress reports.

Qualifications/special skills

Skills: The ideal candidate should have strong analytical skills, understanding of socio-political complexities of developing countries, and experience in communicating complex sustainable development issues is required.

Academic Qualifications: Master’s Degree in one or several of the following areas: Natural resources management, rural development, environmental/social sciences or environmental law. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of five years of progressively responsible working experience in environmental and social safeguards, and or/spatial analysis of environmental and social parameters, is required. Demonstrated experience of client-oriented technical assistance to various stakeholders in developing countries in Africa, Asia-Pacific and/or Latin America and the Caribbean is essential. Having an established professional network in REDD+, safeguards or spatial analysis fields is considered an asset. Prior working experience in the UN system is an advantage

Language: English is the working language of the Secretariat. For this position, fluency in oral and written English is required. Knowledge of French and/or Spanish is considered an asset.
